November of 2011 was the final compliance date for SPCC (Spill Prevention Control and Countermeasure) Plan completion as it applies to on farm petroleum storage tanks. A May 2013 extension was granted, but only for new fueling sites that were built after August of 2002.
One of the main criteria for farmers (or any business) to write a compliant SPCC Plan is to have adequate secondary containment for their petroleum tanks, and oil storage.
